Work Schedule: Monday – Friday, 8:00 AM – 5:00 PM; Schedule will vary according to department needs; occasional early morning, evening, and weekend hours.

About the Position:
Capital Programs and Facilities Management (CPFM) is committed to planning, developing, and maintaining a safe, sustainable, and high-quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University’s facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We are seeking an exceptional individual to join our Design and Construction team as the Director, Planning, Design & Construction (Administrator II). The Director of Planning, Design and Construction reports directly to the Associate Vice President (AVP) for Capital Programs and Facilities Management (CPFM) and is a key member of the CPFM senior leadership team. The director has expertise in all aspects of planning, design, and construction functions. Through strong and resourceful leadership, the director delivers successful projects that serve a diverse campus community and enhance the University.
The director is a strategic thinker, inclusive leader, and supports the mission, goals, and strategic plan of the division and university. Demonstrates integrity, complex problem solving, and has expertise in planning, design, and construction management practices and methods. Provides direction, management, and effective leadership to a team of diverse Planning, Design and Construction employees and promotes an inclusive environment of teamwork and supports efforts to ensure diversity, equity, and inclusion are incorporated in department operations, programs, and services.
Oversees, leads, and manages all construction on campus, including the planning and design phases of construction. Plans, organizes, administers, reviews, and evaluates department functions and programs. Manages and monitors all physical changes to the buildings and grounds of the university and supports inclusive campus planning efforts and participates and initiates campus level master plans, feasibility/conceptual design studies including facilities programming for new construction and renovation projects.
Additionally, operates independently while consulting with the AVP CPFM, CPFM managers and staff, and other stakeholders as needed. Interprets, administers, and enforces university, CSU, and state rules and regulations relating to public works projects and building planning, design and construction. Other duties as assigned.
Essential Qualifications:
A baccalaureate degree from a four-year college required with emphasis in architecture, engineering, or construction management, or equivalent combination of experience and education. Management experience leading and managing planning, design, and construction management staff in Public Works projects over a period of not less than 5 years in a college/university or other comparable environment of similar size and complexity. Professional experience in architecture and/or construction management required. Must have a strong sense of responsibility and urgency to complete projects in a timely manner. Must demonstrate strong organizational and analytical skills to evaluate problems and develop appropriate solutions. Skill in working collaboratively with a wide range of people within the organization. Excellent customer service skills and the ability to work collaboratively with others. Strong interpersonal skills to work positively to create and maintain a collaborative working environment. Must possess excellent verbal and written communication skills. Successful experience making presentations to varied groups. Must have excellent organizational and time management skills with the ability to set own priorities to coordinate and manage multiple assignments with fluctuating and time-sensitive deadlines. Proficiency with the types of software used by this position, including Microsoft Office programs such as Word, Excel, PowerPoint and Outlook, with the ability to learn and understand new software programs sufficiently to perform duties.
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
Preferred Qualifications:
Possession of a California registration as an engineer or architect, or certification as a construction manager. Comprehensive knowledge of construction methods, practices, and procedures. Thorough knowledge of project management. Ability to analyze construction claims and negotiate settlements. Demonstrated knowledge of applicable CSU policies and procedures governing major and minor capital projects, accounting, contracts, grants, purchasing, and space. Experience in arbitration and mediation for claims resolution.

Sometimes works on construction sites, walking and observing in varying weather conditions and on uneven surfaces. Will be exposed to occasional dusty and dirty construction environments. Will be exposed to occasional noisy environments. May have rare contact with hazardous building materials. Will be assigned a master key. Live Scan is required for this position. Walking on uneven ground.
