The ) is responsible for the chartering and regulation of North Carolina’s state banks, trust companies, mortgage companies, as well as registration and licensing of various financial institutions operating in North Carolina.

Examiner positions require 40-50% overnight travel from your duty station, depending on your work assignment. You will travel all over North Carolina and see places you have never seen. You will also participate in some out-of-state travel. Examiners work a Monday-Thursday, 10-hour day schedule.

This position will examine the records of depository financial institutions (banks) and non-depository financial institutions to ensure they adhere to sound practices and applicable laws, rules, and regulations. The Examiner role requires an understanding of information and cyber security risk management practices, IT Operations, IT audits and attestation engagements, business continuity management, patch and change management, and Board oversight. The Examiner role also requires an understanding of third-party service provider relationships.

Primary Duties:

  • Assist in the assessment of financial institutions by analyzing information technology documents and reports; reviewing policies and procedures; performing analyses on data collected to determine compliance; determining proper safeguards and internal controls; assessing compliance with applicable laws, rules and regulations; and conducting meetings with financial institution management.
  • Assess risk management practices at financial institutions by analyzing the information security program and information technology risk management practices to ensure practices mitigate industry risk.
  • Assist in the preparation of sections of the Examination Report and detailed work papers in an accurate and timely manner. Confer with other state and federal agencies and audit/consulting firms as part of the examination process.
  • Conduct or participate in formal exit meetings and presentations to the Board of Directors, including the preparation of agendas and handout materials.
  • Participate in formal and on-the-job training to develop and acquire the knowledge, skills, and abilities necessary to facilitate the examination process.
  • Maintain confidentiality and discretion while conducting business. Exercise sound judgment and work independently or in a team environment.

Knowledge, Skills and Abilities / Competencies

  • Experience with laws, rules, regulations, IT security standards, and IT governance processes applicable to the financial services industry.
  • Understanding of internal controls, with specific emphasis on IT related general controls (examples include perimeter security, monitoring, access management, project management, and patching).
  • Understanding of basic risk management practices.
  • Ability to perform research on job related topics.
  • Ability to analyzing data and records of financial institutions, and identify areas of increased risk, control weaknesses, material deficiencies, and violations of state and federal laws and regulations.
  • Ability to present concise, comprehensive, and accurate findings through both written products and oral presentations.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Ability to work under pressure and meet deadlines.
  • Ability to communicate in oral and written form with institution management and staff.

**** Examiners may reside anywhere in the State of North Carolina. Examiners work a compressed work schedule; however, travel may be required on Sundays and Fridays.

Minimum Education and Experience Requirements

Journey level:

Bachelor’s degree in a related field (Accounting, computer science, finance, business management, business analytics) with a minimum of two IT-related courses and four years of professional experience examining financial services companies on behalf of a state or federal regulatory body, or equivalent professional experience working for a company in the areas of IT (operations, information security, network administration), Auditing (or controls testing) or any combination of these.

Contributing level:

Bachelor’s degree in a related field (Accounting, computer science, finance, business management business analytics) with a minimum of two IT-related courses or equivalent professional experience working for a company in the areas of IT (operations, information security, or network administration), Auditing (or controls testing)) or any combination of these.
