About the Position:
Parking & Transportation Services provides access to the campus through alternative commute options and parking programs that mitigate traffic congestion and improve air quality through the reduction of mobile source emissions. We are seeking an exceptional individual to join our team as the Parking Ticket Administrative Analyst/Specialist – Non Exempt. Administers the parking ticket adjudication program pursuant to the California Vehicle Code. Processes parking ticket appeals and respond to escalated customer phone calls and emails. Ensures accurate and timely administrative reviews and appropriate determination of whether to uphold or cancel parking tickets pursuant to the CVC and University Parking and Traffic Regulations. Prepares documents for second-level administrative reviews and answers questions the hearing officer may have during hearings. Prepares documents for cases forwarded to Judicial Affairs. Prepares documents for cases forwarded via civil appeals to North Orange County Court.
Manages and maintains the parking ticket data-processing module in FLEX and relevant interfaces with outside agencies, including but not limited to the Department of Motor Vehicles (DMV), California Law Enforcement Telecommunication System (CLETS) and internal University departments, including but not limited to Judicial Affairs and University Police. Implements and maintains Citation Collection Services (CCS), a third-party vendor to collect on delinquent accounts, and interface with DMVs.
Recommends and implements policy and procedural changes to the parking ticket adjudication program to ensure compliance with CVC, CLETS, DMV and University Parking and Traffic Regulations and necessary software application upgrades. Develops reports and conducts analysis to determine trends, makes recommendations to correct, update, improves policies/procedures; including enforcement practices (for example, based on Judicial Affairs annual and semester reports of student disciplinary action). Updates and maintains adjudication SOPs. Prepares monthly reports and statistics of parking tickets issued, paid, contested, etc. Serves as an active member of the P&TS team supporting an inclusive environment of information sharing and discussion of diverse perspectives. Other duties as assigned.
Essential Qualifications:
Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs. Working knowledge of the general practices, program or administrative specialty. Basic knowledge of and the ability to apply fundamental concepts. Working knowledge of budget policies and procedures. Ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit or administrative specialty. Knowledge of and the ability to apply basic methods and procedures used for research and statistical analysis. Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques. Ability to make independent decisions, exercise sound judgment, handle multiple priorities, and organize and plan work assignments. Ability to compile, write, and present reports related to program or administrative specialty. Demonstrated ability to establish and maintain cooperative working relationships.
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
Preferred Qualifications:
Three years of experience in a parking organization in higher education. Knowledge of the California Vehicle Code and ability to interpret and apply principles to adjudication. Hearing Officer Training preferred. Minimum of one year of experience in parking ticket adjudication, and demonstrated knowledge of CVC and California Education Code.
